The Information Systems Division works in collaboration with programs and county agencies, to provide solutions to systems that assist families access essentials such as, but not limited to, medical services, care providers, groceries, and transportation.

The California Department of Social Services’ (CDSS) Information Systems Division (ISD) has an amazing opportunity for an Information Technology Specialist II (ITS II) to join a dynamic team and make a difference in many young Californians’ lives. Under the general direction of the Information Technology Manager I, the Senior Business Analyst/ Project Manager is responsible for and directs current and future development and provide project leadership for the identification, development, and implementation of complex information technology systems solutions. The incumbent provides direction and leadership for a team of technical specialists and program area subject matter experts.

Additionally, the incumbent will act as the project leader for the required analytical studies to determine the optimum solutions and prepare Project Approval Lifecycle (PAL) Framework documents, Budget Change Proposals (BCPs), and Federal Grant Funding requests necessary to obtain the required approvals and funding to implement solutions.

The duties of this position are focused on the Software Engineering domain, however, work may be assigned in other domains as appropriate.

The following includes the key duties and/or responsibilities of the Business Analyst/ Project Manager position:
  • Oversee and manage complex Business/ systems analysis and software support activities related to the project.
  • Manage the most complex projects; develop detailed specifications and business requirements, analyze data and situations, identify, and document problems, and develop effective solutions that relate directly with the Business activities.
  • Plan implement and coordinate project activities with internal and/or external stakeholders, oversight agencies and vendor teams.
  • Manage the working relationships and collaboration between project leadership, agency, department directorate, business partner, stakeholders, and advocacy groups.
